EU wants Sri Lanka to ensure justice for families of protesters shot dead by troops during demonstration over polluted water

The EU has called on Sri Lanka to ensure the families of protesters shot dead by troops during a demonstration over polluted water receive justice.

It has made a similar request for those hurt in a series of attacks on mosques by Buddhist mobs.

The government of President Mahinda Rajapaksa has faced strong criticism over a series of incidents including the death of three civilians during a protest in Weliweriya town northeast of Colombo. The Weliweriya protesters had claimed a local factory was polluting the drinking water by discharging chemical waste.

Mr Rajapaksa has been condemned for deploying troops to break up the peaceful protest. Two teenagers and a 29-year-old man were killed and dozens of people were wounded. Members of the media were attacked. ?Sri Lanka's Roman Catholic church has accused the military of breaking into St Anthony's Church in Weliweriya and beating people who sought refuge.

?Separately, there have been a series of attacks on mosques and Muslim-owned properties following campaigns by Buddhist nationalist groups. Thirty such attacks have been recorded since 2011, with the latest coming on Saturday when a mob attacked a mosque in Colombo. Seven people were hurt.

?The right to freedom of peaceful assembly and the right to freedom of worship are fundamental to democratic societies and should be protected by the state,? said the EU, according to the Associated Press.

Mr Rajapaksa has said he will either shut down or relocate the factory. He said tests would be conducted to determine if the factory was responsible for polluting the water supply. If the factory is not found to be responsible for the water crisis, it will still be moved from the residential area to an industrial zone, the president?s office said.

The subject of ghost cities and real estate bubbles in China is not a new one (as we have discussed here, here and here). However, as this brief but devastatingly insightful clip from CBS 60 Minutes shows, "if you go to China, it's easy to see why there's all the talk of a bubble. We discovered that the most populated nation on Earth is building houses, districts and cities with no one in them - no residents, desolate condos and vacant subdivisions uninhabited for miles, and miles, and miles, and miles of empty apartments." But... "they've all been sold" to foreign liquidity and more worryingly, to the domestic Chinese middle class who have been 'repressed' into this speculation.

China has been nothing short of a financial miracle. In just 30 years, this state-controlled economy became the world's second largest, deftly managed by government policies and decrees.

One sector the authorities concentrated on was real estate and construction. But, as we first reported in March, that may have created the largest housing bubble in human history. If you go to China, it's easy to see why there's all the talk of a bubble. We discovered that the most populated nation on Earth is building houses, districts and cities with no one in them.

Lesley Stahl: Why are they empty? I've heard that they have actually been sold.

Gillem Tulloch: They've all been sold. They've all been sold.

Lesley Stahl: They've all been sold? They're owned.

Gillem Tulloch: Absolutely.

Owned by people in China's emerging middle class, who now have enough money to invest but few ways to do it. They're not allowed to invest abroad, banks offer paltry returns, and the stock market is a rollercoaster. But 15 years ago, the government changed its policy and allowed people to buy their own homes and the flood gates opened.

Gillem Tulloch: So what they do is they invest in property because property prices have always gone up by more than inflation.

Lesley Stahl: And they believe it will always go up?

Gillem Tulloch: Yeah, just like they believed in the U.S.

Lesley Stahl: Giant cities being built with people not coming to live here.

Gillem Tulloch: Yes. I think they're building somewhere between 12 and 24 new cities every single year.

Unlike our market driven economy, in China it's the government that has spent some $2 trillion to get these cities built - as a way of keeping the economy growing. The assumption is "if you build it, they'll come." But no one's coming.

Lesley Stahl: And it's all Potemkin.

Lesley Stahl: So if the bubble bursts, who's left holding the bag?

Gillem Tulloch: There are multiple classes of people that are going to get wiped out by this. People who have invested three generations worth of savings -- so grandparents, parents and children - into properties will see their savings evaporate. And then, of course, 50 million construction workers who are working on all these projects around China.

The prognosis of a bubble about to burst isn't only coming from financial gloom-and-doomers. We heard it from the most unlikely source.

Lesley Stahl: Are you the biggest home builder in the world?

Lesley Stahl: Here's a number I saw. A typical apartment in Shanghai costs about 45 times the average resident's annual salary.

It could become a debt crisis because of the huge loans most of the developers took out. If they can't repay them, the whole economy'll seize up.

The government's great fear is that all this could lead to social unrest and that's not hypothetical.

Last year when home prices fell, it infuriated all those owners of multiple dwellings, who watched the value of their nest eggs plummet.

Lesley Stahl: And there's already been some demonstrations over real estate around the country.

Kevin Durant returns to Seattle in summer league

SEATTLE (AP) ? Kevin Durant hoisted 62 shots and scored 63 points, and played all but 15 seconds in 51 minutes of game time.

All that, and he still had time to pose for pictures and sign autographs when his car was surrounded by fans as he tried to leave.

If there was any questioning if Seattle still loves Durant, it was put to rest Sunday.

"I just want to say I miss you guys," Durant told a crammed small-college gym filled with about 3,000 fans, many in Durant's old Seattle SuperSonics jersey. "Thank you for the warm welcome. I can't wait to come back."

Durant took part in the Jamal Crawford Summer Pro-Am in Seattle on Sunday. It was his first time back in Seattle in a basketball capacity since the SuperSonics left for Oklahoma City in 2008. He was the NBA Rookie of the Year in Seattle in the 2007-08 season and continues to have an affinity for his first professional city.

Durant tried to slip away from the gym quietly, but fans found his SUV and surrounded it nearly an hour after the game ended. Instead of forcing his way through, Durant stopped, signed autographs and posed for pictures from the backseat of his vehicle.

Shortly after his game ended, Durant tweeted, "I love and miss Seattle."

The league organized by Crawford has seen its share of special guest appearances in the past and there are even rumors of a Blake Griffin appearance in the coming weeks. But nothing might top Durant, considering the circumstances of how he left and how Seattle remains important to him. Durant has been seen before in hats representing Seattle, including a retro SuperSonics hat during this year's NBA playoffs.

Durant reached out to Crawford to try and figure out a way to make an appearance. A summer of waiting finally came to fruition Sunday as 3,000 fans packed a small-college gym to see Durant, Crawford and other NBA players put on a show.

"He reached out to me to come perform before in front of you guys," Crawford told the crowd at Seattle Pacific University. "He loves Seattle. He took his own jet. He spent a lot of money to come up here and perform in front of you guys."

It clearly wasn't one of Durant's better shooting performances. He made just 26 of 62 shots ? including many dunks ? but was only 8 of 32 from 3-point range. He missed a baseline jumper at the end of regulation that forced overtime where Crawford's team pulled out a 147-141 win. Crawford finished with 46 points.

But the final score or Durant's stat line didn't matter in the bigger picture of a city still trying to reclaim its NBA identity. Fans were

"It's huge. Seattle feels like he was stolen from us. He's arguably the second-best player in the NBA, some say he's the first, so for us to get to see him up close and personal again; it was special for me to get to play with him," said Will Conroy, a Seattle native who has bounced around in the D-League with a few NBA stints. "I overpassed it to him like 10 times, but I didn't care. It was special. Even me, I couldn't sleep last night. I was excited."

Durant was mostly matched up against Martell Webster of the Washington Wizards but he took on whoever stood in his way, including Shaqquan Aaron, a high school standout in Seattle. Aaron played pretty good defense on Durant, but the NBA star still got the foul call from the officials.

"He was trying to go at me his hardest," Aaron said. "If he was guarding me I would have went at him too."

Morning markets: huge China imports lift soy. Corn rises too

Finally, grains and soybeans received enough price-positive news to allow, shock horror, futures to manage a positive start.

In the last session, factors including a falling dollar, further Chinese purchases of US soybeans, a recovery in US weekly ethanol production, a turn drier in the Midwest weather outlook failed to achieve positive closes in Chicago.

(Soft commodities did better, with coffee soaring on news of Brazilian government support, and cocoa on ideas that the Ivory Coast government has sold more beans ahead already than had been thought.)

China data

However, Thursday provided an extra push, with Chinese trade data reviving hope in the world's second largest economy, and a major user of commodities, including many agricultural ones, too.

Chinese exports rose 5.1% year on year last month, recovering from a 3.1% fall in June.

Imports, having fallen 0.7% in June, soared 10.9% last month.

While share markets remained a little aloof, falling 1.6% in Tokyo and 0.1% in Shanghai, many commodities feasted on the better trade data.

Copper, of which Chinese imports hit a 14-month high, rose to its highest since mid-June in London.

Bumper soy imports

Chinese soybean imports were strong too, at 7.2m tonnes, hitting a record for a second successive month.

That was more than expected by many analysts, including Oil World, one of the more upbeat commentators on China's recent soybean needs, which had forecast the figure at 7.0m tonnes.

It also eased some of the concerns that the auctioning of some Chinese soybeans from state reserves might leave full-year imports short of previous expectations.

Furthermore, CHS Hedging noted that some "underlying support for soybeans continues from concerns over the development of the late-planted US crop", which is getting into the sensitive pod-filling phase.

"Weather for the major soybean areas are calling for cooler temperatures," which will hardly encourage development to catch up.

Soybeans for November rose 0.5% to $11.71 a bushel in Chicago as of 09:15 UK time (03:15 Chicago time), and failing for the first time in eight sessions (yet) to set an intraday low beneath the low of the last session.

Report ahead

While corn did not have a trade prop from China (indeed, worryingly for US exporters, it was revealed on Wednesday that China has approved its first cargo of Argentine corn), it did have the dynamic of having already been massively sold by hedge funds.

Speculators have a record net short in corn futures and options, data on Friday showed.

And, with the grain considered technically oversold, that inspired some recalcitrance to extend short positions ahead of a key US Department of Agriculture Wasde crop report on Monday.

Short covering

In fact, investors are expecting the USDA in the Wasde to lift by 12m bushels to 1.97bn bushels its forecast for US corn stocks at the close of 2013-14.

(For soybeans, the figure is expected to fall 32m bushels to 263m bushels.)

But what if it doesn't?

"While the long-term trend looks to remain lower on ideas that an already large crop is growing bigger by the week, I'd suspect the market will be reluctant to press levels much lower ahead of Monday's report," Ben Bradbury at Benson Quinn Commodities said.

"I expect sideways trade with some short-covering for the balance of the week."

Corn for December rose 0.7% to $4.61 a bushel as some investors with short positions closed up and took profits.

'Merits attention'

Similarly for wheat too, in which hedge funds have a substantial net short holding, Benson Quinn Commodities said that" the appetite in the speculative community to establish new shorts or add to existing positions at these levels is worthy of question.

"The most supportive daily input in the wheat market right now is the size of the short fund positions and the possibility that funds could get chased out of a portion of the position."

And there is plenty of wheat demand around from end-users, even if much but not all orders are going to US rivals.

There is "continued talk of Brazilian interest in US hard wheat.

"The hard red winter wheat story merits attention with millers in Brazil paying at, or near, record prices for supplies," after frost damage to the South American country's own harvest.

Data later

More will be known on US wheat trade later with weekly export sales data, expected to show at 500,000-700,000 tonnes for the grain, all for 2013-14.

For now, Chicago wheat for September added 0.3% to $6.45 a bushel.

For soybeans, weekly US export sales are expected at, at best, 100,000 tonnes for old crop and 700,000-1.0m tonnes for 2013-14.

For corn, old crop sales are forecast at 0-200,000 tonnes, and new crop sales at 450,000-700,000 tonnes.

Holder proposes changes in criminal justice system

WASHINGTON (AP) ? With the U.S. facing massive overcrowding in its prisons, Attorney General Eric Holder called Monday for major changes to the nation's criminal justice system that would scale back the use of harsh sentences for certain drug-related crimes.

In remarks to the American Bar Association in San Francisco, Holder said he also favors diverting people convicted of low-level offenses to drug treatment and community service programs and expanding a prison program to allow for release of some elderly, non-violent offenders.

"We need to ensure that incarceration is used to punish, deter and rehabilitate ? not merely to convict, warehouse and forget," Holder said.

In one important change, the attorney general said he's altering Justice Department policy so that low-level, non-violent drug offenders with no ties to large-scale organizations, gangs or cartels won't be charged with offenses that impose mandatory minimum sentences.

Mandatory minimum prison sentences, a product of the government's war on drugs that began in the 1980s, limit the discretion of judges to impose shorter prison sentences.

Under the changed policy, the attorney general said defendants will be charged with offenses for which accompanying sentences "are better suited to their individual conduct, rather than excessive prison terms more appropriate for violent criminals or drug kingpins."

Holder's comments drew bipartisan support on Capitol Hill.

Sen. Rand Paul, R-Ky., said he is encouraged by the Obama administration's view that mandatory minimum sentences for non-violent offenders promote injustice and do not serve public safety. Paul and Senate Judiciary Committee chairman Patrick Leahy, D-Vt., introduced legislation in March to grant federal judges greater flexibility in sentencing all crimes where a mandatory minimum punishment is considered unnecessary. Leahy commended Holder for his efforts on the issue and said his committee will hold a hearing on the bill next month.

Sen. Dick Durbin, D-Ill., the No. 2 Democrat in the Senate, said he looks forward to working on the issue with Holder and senators on both sides of the aisle who support change.

The impact of Holder's initiative on mandatory minimum sentences could be significant, says Marc Mauer, executive director of the Sentencing Project, a non-profit group involved in research and policy reform of the criminal justice system.

There are roughly 25,000 drug convictions in federal court each year and 45 percent of those are for lower-level offenses such as street level dealers and couriers and people who deliver drugs, said Mauer.

The unanswered question is how each of the 94 U.S. Attorneys offices around the country will implement changes, given the authority of prosecutors to exercise discretion in how they handle their criminal cases.

African-Americans and Hispanics likely would benefit the most from a change. African-Americans account for about 30 percent of federal drug convictions each year and Hispanics account for 40 percent, according to Mauer.

If state policymakers were to adopt similar policies, the impact of changes at the state level could be even broader, said Mauer. Currently, about 225,000 state prisoners are incarcerated for drug offenses, according to the U.S. Bureau of Justice Statistics. One national survey from 15 years ago by the Sentencing Project found that 58 percent of state drug offenders had no history of violence or high-level drug dealing.

"These proportions on state prisoners may have shifted somewhat since that time, but it's still likely that a substantial proportion of state drug offenders fall into that category today," said Mauer.

Federal prisons are operating at nearly 40 percent above capacity and hold more than 219,000 inmates ? with almost half of them serving time for drug-related crimes and many of them with substance use disorders. In addition, 9 million to 10 million prisoners go through local jails each year. Holder praised state and local law enforcement officials for already instituting some of the types of changes Holder says must be made at the federal level.

Aggressive enforcement of federal criminal laws is necessary, but "we cannot simply prosecute or incarcerate our way to becoming a safer nation," Holder said. "Today, a vicious cycle of poverty, criminality and incarceration traps too many Americans and weakens too many communities. However, many aspects of our criminal justice system may actually exacerbate this problem, rather than alleviate it."

Holder said mandatory minimum sentences "breed disrespect for the system. When applied indiscriminately, they do not serve public safety. They have had a disabling effect on communities. And they are ultimately counterproductive."

Holder said new approaches ? which he is calling the "Smart On Crime" initiative ? are the result of a Justice Department review he launched early this year.

The attorney general said some issues are best handled at the state or local level and said he has directed federal prosecutors across the country to develop locally tailored guidelines for determining when federal charges should be filed, and when they should not.

"By targeting the most serious offenses, prosecuting the most dangerous criminals, directing assistance to crime 'hot spots,' and pursuing new ways to promote public safety, deterrence, efficiency and fairness ? we can become both smarter and tougher on crime," Holder said.

The attorney general said 17 states have directed money away from prison construction and toward programs and services such as treatment and supervision that are designed to reduce the problem of repeat offenders.

In Kentucky, legislation has reserved prison beds for the most serious offenders and refocused resources on community supervision. The state, Holder said, is projected to reduce its prison population by more than 3,000 over the next 10 years, saving more than $400 million.

He also cited investments in drug treatment in Texas for non-violent offenders and changes to parole policies which he said brought about a reduction in the prison population of more than 5,000 inmates last year. He said similar efforts helped Arkansas reduce its prison population by more than 1,400. He also pointed to Georgia, North Carolina, Ohio, Pennsylvania and Hawaii as states that have improved public safety while preserving limited resources.

Holder also said the department is expanding a policy for considering compassionate release for inmates facing extraordinary or compelling circumstances, and who pose no threat to the public. He said the expansion will include elderly inmates who did not commit violent crimes and who have served significant portions of their sentences.

Football: No looking back for CU Buffs, Mike MacIntyre

Following a 1-11 season that was ugly in a lot of ways, there isn't much expected of the Colorado football team this season.

First-year Buffaloes head coach Mike MacIntyre isn't too interested in outside expectations, though, and he isn't too interested in talking about last year.

"I don't talk about last year's season at all," MacIntyre said Saturday at CU's annual media day press conference. "I know that they do and I hope that they do, but I don't bring up anything about last year or things that went on. All I talk about is the future and now. I talk about now more than I do the future. I talk about what we do now reaps dividends in the future. I focus on the now, I focus on the individuals here."

During the 2012 season, the Buffaloes were blown out in a lot of games, and MacIntyre understands the memory of those games is still in the minds of his players.

"As a football player and as an athlete, I imagine you think about different games or different guys you went up against that you might like to get them again when you see them again," he said. "That's a natural competitive instinct and I would hope that they have that, but that's not something that I dwell on at all."

Because the Buffs struggled so much last year -- leading to Jon Embree being fired and MacIntyre being hired -- they are generally picked to finish last in the Pac-12. MacIntyre tries to avoid getting caught up in those projections, though.

"I guess the public's perception, if you read the magazines, is not

very good," MacIntyre said. "But, I tell our kids all the time and I tell myself all the time -- and I truly believe this -- block out all the noise. All we have to worry about is ourselves."

MacIntyre said he doesn't concern himself with past results because they have little bearing on how the Buffs will perform in the future.

"It's amazing how that happens in sports," he said of unpredictable results. "I think that's one of the things that's great about sports; it's not a sure thing every Saturday that this is going to happen. I think that's exciting and we're really excited about this season. I know our players are working extremely hard and believing that they can stand toe-to-toe with anybody they play."

MacIntyre's second head coaching job, and the second time he's taken over a struggling program.

He was hired at San Jose State in 2010, one season after the Spartans went 2-10 and were blown out in several games. The Spartans actually got worse in 2010, going 1-12, but then went 5-7 in 2011 and 11-2 last season, including a bowl victory.

MacIntyre is hoping for a similar turnaround in Boulder, but said he's not exactly going about it the same way.

"My first year as a head coach (in 2010), I was running around trying to put out every fire there was," he said. "I'm a lot better this time around than I was the first time. Also, our coaching staff was all brand new (in 2010). All the guys here know what we want, so we're all moving in the same direction.

"We're doing some things similar, but every school is different. You always have to tweak it here and there, but our core values are always going to be the same."

So far, the players appear to be on board with what MacIntyre and his staff and trying to accomplish.

"With these young men, it seems to me they've done everything we've asked them to do," he said. "They've been very spirited in our practices.

"They're working extremely, extremely hard. The one thing I see in them is a willingness and a work ethic by the majority of the players that is phenomenal."

Six captains -- Jack Harris, Paul Richardson, Chidera Uzo-Diribe, Paul Vigo, Derrick Webb and Connor Wood -- were named in June, and that has helped the team grow off the field, MacIntyre said.

"I feel like the overall character of the team is going in the right direction," he said. "The leaders I lean on are the six captains. We've had a lot of meetings together and we talk quite often to try to get the culture across that we want. It's fun watching guys mature in that process."

MacIntyre said that in the few months he's been on the job, he's seen his players doing things together and helping each other out, while continuing to put in a lot of work.

"I've seen more excitement and enthusiasm than we saw in the spring," he said. "That shows you they're buying into what's going on and they're working extremely hard. It's hard work, but they're also finding a way to enjoy it.

"I think that's how you get better at anything you do in life. If you don't enjoy your work you're not going to get any better at it."

(AP) ? Clayton Kershaw lowered his major league-leading ERA to 1.88 with eight innings of three-hit ball and had a two-run single, and the Los Angeles Dodgers increased their NL West lead to a season-best 7? games Sunday night with an 8-2 victory over the Tampa Bay Rays.

Mark Ellis had a homer and three RBIs to help Los Angeles improve to a major league-best 37-8 since June 22, a stretch that has dramatically turned around their season after they trailed the Arizona Diamondbacks by as many as 9? games. The Dodgers are a season-best 17 games over .500.

The Rays lost their season-worst fifth in a row, but remained three games behind AL East-leading Boston following the Red Sox's loss at Kansas City.

Kershaw (11-7) allowed two runs ? one earned ? and struck out eight to help the Dodgers complete their seventh series sweep of the season. Tampa Bay's only hits off the 2011 Cy Young Award winning left-hander through the first seven innings came in the fifth, a leadoff single by Yunel Escobar and a two-out triple by pinch-hitter Sam Fuld.

The Rays loaded the bases with none out in the eighth and rookie Wil Myers drove in their second run with a sacrifice fly. The run was unearned because of shortstop Dee Gordon's fielding error. Gordon also committed throw errors in the third and sixth innings, but Kershaw quickly erased both mistakes by retiring the next batter on a double-play grounder.

The Dodgers finished their interleague schedule 11-6, their first winning record against AL clubs since going 10-8 in 2004, and the Rays completed their interleague slate 12-8. Kershaw is 6-3 with a 2.67 ERA in 17 career interleague starts, striking out 116 batters in 111 1-3 innings.

Jeremy Hellickson (10-6) gave up four runs and seven hits through three innings in his first career start against the Dodgers, marking the sixth time in Tampa Bay's last nine games that its starting pitcher didn't last five innings.

The right-hander's 4.93 ERA is the highest among major league pitchers with at least 10 wins. Hellickson has surrendered 13 runs in 12 innings over his last three starts, after going 6-0 with a 2.09 ERA over his previous seven outings. Hellickson is 1-6 with a 7.19 ERA in 10 career interleague outings.

Andre Ethier and A.J. Ellis opened the Dodgers' three-run second inning with singles, and both advanced on Juan Uribe's third sacrifice bunt of the season before Kershaw drove them in with a sharp two-out single through the left side of the infield. Carl Crawford then singled and Mark Ellis doubled home Kershaw.

A.J. Ellis made it 4-0 in the third with a sacrifice fly, and the Dodgers tacked on two more in the fourth on a two-out double by Adrian Gonzalez that raised his team-high RBI total to 74.

Kershaw faced an all-right-handed lineup that included switch-hitters Ben Zobrist and Jose Lobaton. Tampa Bay manager Joe Maddon had his starting pitcher bat eighth ahead of left fielder Jason Bourgeois.

Hellickson, who came in with one hit in five big league at-bats, struck out looking his only time up. He was the fourth AL pitcher to bat higher than ninth since interleague play began in 1977, along with David Phelps for the Yankees on May 8, Zack Greinke for Kansas City in 2009, and Andy Sonnanstine for the Rays in 2009.

Sonnanstine had to bat third that day because of a lineup mistake by Maddon that had Zobrist and Evan Longoria both starting at third base. As a result, the Rays were forced to lose their designated hitter ? Longoria ? for the entire game. Sonnanstine went 1 for 3 with an RBI double in his 7-5 victory against Cleveland at St. Petersburg, Fla.

NOTES: Other managers over the years have batted their starting pitcher in the eighth spot, including Tony La Russa, Ned Yost and Joe Torre ? who did it twice with Kershaw. "A lot of it had to do with Myers hitting second ? or most of it had to with that," Maddon said. "It's almost like Bourgeois is another leadoff hitter feeding into him. The other part of putting your pitcher in the 8-hole is that you get a chance to make a decision sooner if you need to pinch hit for this guy, or move it along at that particular juncture." ... Los Angeles' Yasiel Puig was intentionally walked for the fourth time in the series ? two more than he had in his 57 previous big league games combined.

NBA Spending Spree Nearly Complete

By mid-August, teams have done their heavy lifting for the summer.? The rush of free agency has died down with those willing to spend having spent.? The list of available free agents, recently compiled by HOOPSWORLD?s Alex Kennedy has dwindled to role players.

Just two teams can boast substantial cap room, the Philadelphia 76ers ($14.6-$16.1 million) and the Milwaukee Bucks ($7.4 million).

The rest of the league can offer various exceptions, none more than the Oklahoma City Thunder?s $5.2 million Mid-Level ? but the Thunder are the verge of the luxury tax; far more likely to get under by cutting down the roster to 15 than climbing over with a free-agent signing.

Outside of Nikola Pekovic, who is likely at some point to re-sign with the Minnesota Timberwolves, there may not be another free agent signing for more than the veteran?s minimum.

The team to watch is Philadelphia, still about $7.8 million to the league minimum of $52.8 million (even after they sign draft picks Nerlens Noel and Michael Carter-Williams).

Instead of free agency, the Sixers may look to hit that mark via trade.

Apple marketing new iPod line-up with Bounce commercial

With the 2012 range of iPods beginning to ship to early adopters of the brand?s latest personal music players, Apple has posted a creative and colourful commercial for its new iPod line-up.

The advertisement had first appeared during the unveiling of the iPod range, and it is now available for everyone to watch. In the advertisement, an iPod touch bounces, and transforms into an iPod nano, which then bounces and changes to an iPod shuffle. The advertisement appears to be very creatively made, and the colours add flavour of the video.

Apple had revealed the new fifth-generation iPod Touch, and the seventh-generation iPod nano at a widely-covered event in San Francisco last month. Yesterday, the iPods went up for sale.

A recent report had stated that users who had pre-ordered the iPod Touch and iPod nano have received email notifications from Apple that their orders have been shipped, and deliveries are expected by October 15. Going by photos tweeted by customers from Apple stores, it appears Apple has also started selling the new iPod touch and iPod nano at some of its retail stores.


The new iPod touch is the thinnest iPod touch ever, and features a 4-inch Retina display, Apple?s A5 chip, and Siri. Housed in an anodised aluminium body, it?s even slimmer than the iPhone 5 at just 6 mm thick, and weighs just 88 gm. With Apple?s dual-core A5 chip inside, iPod touch is touted to deliver up to twice the processing power and up to seven times faster graphics than the fourth generation iPod touch. Apple states that the device has a battery life of up to 40 hours of music playback and up to eight hours of video playback.

While most components of the device have been upgraded, the new iPod touch?s 5-megapixel camera is a downgrade from its predecessor?s 8-megapixel camera. The camera has autofocus, support for 1080p video recording with video image stabilisation, face detection and an LED flash. It also has a new panorama feature that lets you capture panoramic photos by simply moving the camera across a scene. It also features Siri, Apple?s voice-based intelligent assistant. Siri arrives on the new iPod touch with support for more languages, easy access to sports scores, restaurant recommendations and movie listings. The new iPod touch also includes built-in Facebook integration with ability to post directly from Siri, Shared Photo Streams via iCloud and other key iOS features like iMessage, FaceTime, Mail and Game Center.

The reinvented iPod nano is quite slim at just 5 mm in depth, and features a large, 2.5-inch capacitive touchscreen display, a home button, and buttons to control volume and play, pause or change songs. The new iPod nano has built-in Bluetooth for wireless listening with Bluetooth-enabled headphones, speakers and cars. Apple claims the iPod nano will give you 30 hours of music playback. Other features include a pedometer and support for Nike+. The new iPod nano comes in seven colours.

The US website states that the iPod touch is available for $299 (approx. Rs 15,900) for the 32GB version and $399 (approx. Rs 21,200) for the 64GB version. The Apple India website shows the iPod touch 32GB version priced at Rs 23,900 and the 64GB version at Rs 30,900. Keeping in mind the fact that the iPod touch is a portable media player minus the connectivity offered by a phone, the price for India could have been a bit lower.

U.S. says no charges for border agent who shot Mexican teen

PHOENIX (Reuters) - U.S. authorities will not bring charges against a Border Patrol agent in Arizona who shot dead a rock-throwing Mexican teenager two years ago because the fatal injury did not occur in the United States, the Justice Department said on Friday.

An unidentified Border Patrol agent shot Ramses Barron, a 17-year-old Mexican citizen, through the border fence in Nogales, Arizona, in the early hours of January 5, 2011.

The incident began after agents responded to reports of a group of people trying to smuggle suspected drug packages across the border, the department said. The group, among them Barron, then pelted the agents with rocks, forcing them to take cover.

An independent investigation concluded that the agent fired the fatal shot after Barron ignored commands in Spanish to stop throwing rocks. A videotape of the incident captured Barron making a "throwing motion with his right arm, then falling to the ground," the department said in a news release.

No charges were brought because the department "lacks jurisdiction" to prosecute the agent under a criminal civil rights use of force statute that "requires that the victim be in the United States when he was injured," it said.

Over the past five years, U.S. border agents have fired into Mexico at least 10 times, killing six Mexicans, according to a report released earlier this year by the Washington Monthly and the Investigative Fund at The Nation Institute.

In another Border Patrol shooting incident in Nogales in October, 16-year-old Mexican citizen Jose Antonio Elena Rodriguez was shot at least seven times from behind after an agent, or agents, opened fire across the border.

Following the shooting, Mexican authorities condemned the U.S. Border Patrol's use of lethal force and called for a timely and transparent investigation, which is continuing.

In a separate report released on Friday, the Justice Department said it would not pursue charges against another Border Patrol agent who shot and killed a 19-year-old U.S. citizen in the border city of Douglas, Arizona, in March 2011.

Douglas police officers had earlier spotted Carlos LaMadrid loading suspected drug bundles into a truck. LaMadrid then fled south in the truck toward the border, striking a Border Patrol agent's vehicle, before scrambling up a ladder placed against the border fence, the report said.

The unidentified agent opened fire after another man on top of the fence began throwing "brick sized rocks." LaMadrid, who got "in the line of fire" between the agent and the rock thrower, was struck by four bullets and later died in hospital, it said.

In that case, the department said, a careful and thorough review concluded that there was insufficient evidence to pursue homicide or criminal civil rights charges against the agent.

Schock, a member of the whip team led by House Majority Whip Kevin McCarthy, was laying out for constituents his stances on immigration and the House GOP leadership?s plan to deal with the issue later this year.

?They?re going to move one bill after another dealing with all the various issues that were contained in the Senate bill,? Schock said to the town hall, as seen in video posted on YouTube. ?So first, the border security bill should be the first bill that moves in the House. I think that?s going to be an easy bill to pass. It passed out of the Homeland Security Committee with almost unanimous support. Almost every Republican and Democrat on Homeland Security voted for the House border security bill. I think that will pass the House and I think that?s a done deal and that?s done with. Then, you?re going to deal with your high-tech visas and your ag visa worker programs. I think, again, you?re going to get overwhelming bipartisan support on those provisions. I don?t know what the final language is going to look like.?

Schock?s outline of the preliminary plan matches what other member of GOP leadership have said. When he got to the third part of the plan, a DREAM Act which is currently being drafted by House Majority Leader Eric Cantor and will eventually be introduced as the KIDS Act, Schock promised there would be a vote on the DREAM Act in the House and promised it would pass with bipartisan support.

?Then you?re going to have a third bill which is going to deal with your DREAM Act kids, those who were brought here illegally by their parents,? Schock said. ?I think, again, you?re going to get a bipartisan vote on a House version of the DREAM Act.??

For any immigration bill to be brought to the floor for a vote in the House, Speaker John Boehner has mandated that it must have the support of the majority of House Republicans--known as abiding by the ?Hastert Rule,? meaning no bill will come to the floor for a vote without the support of the majority of the majority. For Schock to not only promise it would pass, but that there would even be a vote on the bill, says that, he--a member of the House GOP leadership?s whip team--knows or believes that a majority of House Republicans support the DREAM Act.

Schock?s office has not responded to Breitbart News? request for comment in response to this declaration and has not publicly provided a whip list of which Republicans he and the rest of McCarthy?s whip team expect to support the amnesty for young illegal aliens.?

At the town hall this week, Schock also said he supports a comprehensive immigration bill of the sort opposed by House conservatives. He also promised some kind of amnesty, although not necessarily citizenship, for all illegal aliens would come up for a vote in the House.

?The final bill, which will be the most difficult bill, will be dealing with people who are here currently illegally and the path ? what is the solution for that,? Schock said. ?There are people in the House who think we should find a way to grant them legal status, but not a path to citizenship. There are other people who say no, it has to be a path to citizenship. My mindset is people should come forward, have to pay a penalty and a fine, there should be a probationary period. I am not in the camp that believes people should have to leave the country in order to get in line. I just happen to believe that?s an unrealistic expectation that 11 million people are going to leave. I think it would be destructive to our economy, number one, and number two, many of them do not have a place to go back to even if they wanted to. And number three, I think it adversely affects the self-identification ? if self-identifies and knows now they have to leave. I want whatever we pass to work. I want it to be a real reform bill. And I want it to be constructive to the overall process of having more legal immigration down the road.?

In response to a follow-up question from the town hall audience member who prompted Schock?s immigration remarks, Schock added that he thinks ?there should be a pathway to citizenship for anybody who wants to come to America.?

?I think they ought to self-identify, I think they should pay back taxes and I think they should be on a legal probationary program,? Schock said. ?So, if you break a law, if you break a law, if you do something wrong, you?re thrown out. But, I don?t think there should be anything stopping anyone who self-identifies, pays their back taxes and continues to pay taxes in our country to get in the back of the line with everyone else who wants to become an American citizen. What I don?t support is giving any kind of preferential treatment to people who are here illegally above those people who are outside our borders currently that are waiting in line.?
